There is no JRE for Android. If you want to run Java ME applications on Android, you need to convert your jars to the format that Android understands. For that purpose you can use a tool such as Java/J2ME Runner.

Unless a third party has come up with one that I don't know about, there isn't a Java JRE runtime enviroment for any browser on Android.
While Android is written in the Java language syntax it doesn't implement or use a full Oracle Java JRE enviroment which means many libraries/functions/etc that are used by java web apps don't exist on the Android platform. Which means java applets don't work through the browser on android devices and applets are not directly portable to the Android platform without some rewriting of the code.
