The company stood its ground that there would be no preloading of the game before the launch as their services would prove stable enough, but the assumptions were obviously wrong. Users warned for months that the company should allow preloading but the company consistently said that they believed their services would handle the capacity and demand at launch. They also said that the development team were ”working to polish the game until the very last second.”

SimCity, the latest installment in the venerated city building simulation from Electronic Arts was indeed off to a rough start. The game needs to be connected to the EA servers at all times. If that is not the case, no cities can be built. No game can be played. The problem at hand though is, that EA’s servers have been crushed by the amount of players logging on, resulting in Sim City being unplayable for a majority of customers.
In response to this debacle, EA’s global community manager Marcel Hatam stated "If you regrettably feel that we left you down, you can of course request a refund for your order at http://help.origin.com/contact-us, though we are currently still in the process of resolving this issue."
Which only goes so far, since actually getting that refund is harder than it might seem, mostly because the user can request a refund any time, but that doesn’t mean EA has any obligations to go through with that request, as this angered customer had to find out. In this post, the customer service representative is not only refusing a refund, but also threatening the customer with banning of his Origin account, should he withdraw the transaction made to buy the game he cannot play.
Electronic Arts got some bad press this year, first with the inclusion of microtransactions in Dead Space 3, and now with this less than ideal game launch of what should be a huge title.

at-launch server-side issues:
can't connect, server can't handle load
must wait in queue to play (like a wow server queue)
can't play with friends
can't play on cheetah speed, disabled
disconnect = partial/total loss of progress
problems that will continue to exist after launch:
no local saves
extremely small city size
no terraforming - you get what you get
DLC instead of player created content (mods)
game boasts city specialization and group play, but the neighbor influence and teamwork is limited arbitrarily. you want to specialize in being the region's sole provider of power, garbage, water, etc? too bad. your neighbors can only purchase a certain amount from you. they will be forced to build their own power plant, etc and only use you to supplement their needs.
interaction between cities in a region is not in real-time. did you send money to a neighbor? did you send anything? do anything? that would make an impact on your neighbor? well you have to wait something like 20 minutes to an hour for it to take effect... so sit back and wait for the mailman (or perhaps the analogy of taking a day off work to sit at home waiting for the cable repair guy to come anywhere between the hours of 9-5)
and of course if you try playing multiple cities solo, all cities are paused except the one you are currently in. so if you want your (fully-finished) money-making city to actually make money...... you will have to sit in that city (idle) in order for that city to actually make that money.
